CONT

For many families, the refundable child tax credit represents more than half of their federal child benefit, but fails to meet their immediate needs. The full amount of the credit is paid only after tax returns are assessed. This delay is difficult for many modest-income families: they must pay for their children's needs every month, but may have to wait more than a year to receive the full credit.

CONT
